우면동 뚝방마을 프로젝트 1. 뚝방마을의 내 작업실  2. 우면동 무허가 하우스 지역의 지리, 환경, 조건 정확한 기록은 없으나 이웃 주민들과의 대화를 통해서 이 지역의 역사를 알게 되었다. 약 25년 전 쯤 몇몇 소수민들이 뚝방마을이라고 불리우는 이 지역에 들어와 개울가 뚝 옆에 간이식으로 집을 짓고 거주하기 시작하여 오늘날 수백가구의 무허가 혹은 대형 원예 하우스 촌으로 발전하게 되었다. 우면동 무허가 지역은 서초구 양재시민공원과 교육문화회관을 지나 과천 어린이대공원 가는 방향으로 평방 삼사천 킬로미터 이상으로 자리잡고 있는 것으로 보인다. 새로 난 예술의 전당을 관통하는 터널을 지나면 십분도 채 걸리지 않아 서초동 주상복합과 고급 빌라 주택지역에 다다른다. 이 곳은 최근 개포동 무허가 지역과 함께 강남 재개발 그린벨트 등에 부동산 투기 및 정치 논쟁 지역으로 시끄러웠으나 개포지역 만큼의 큰 논쟁거리나 사회적 이슈는 되지 못하고 있다. 3. 뚝방 마을 우면동 무허가 지역 중에서도 양재천의 뚝에서 가장 가까이에 있는 약 50-60 가구의 가장 빈약하고 열악한 섹션을 뚝방마을이라고 부른다. 위치적으로는 우면동 가운데 쯤 있으나 바로 옆이 양재천이기 때문에 우천시 물이 빈번이 범람하고 겨울엔 집 바닥이 얼어터지는 열악한 지역이다.   뚝방지역의 각 가구들에 붙여진 번지수는 등본상 등록되어있지 않기 때문에 제도적인 숫자가 아니라 호칭을 위한 편의상의 숫자일 뿐이다. 우면동 전체인구는 판가름하기 힘들지만 뚝방마을은 서너개 정도의 다른 지역구를 갖고 있으며, 최소 삼사백명의 인구가 거주하는 것으로 추정되며 주거인들은 이 지역에 오랫동안 거주해오셨던 어른과 노인들이 대부분이다. 그 안에는 방을 서너개씩 갖춘 큰 집들도 있고 내 작업실처럼 방 한두개가 있는 집들도 있다. 서로 따닥따닥 붙어서 얽혀있기 때문에 누구의 담인지 구별할 수 없으며 집들 사이의 길들은 마치 미로를 연상시킨다. 내 작업실은 양재천 개울가에 가장 가깝게 붙어있는 두세 집 중 한 곳에 딸려 있으며, 양재하천 쪽으로 나있는 비포장도로를 따라 걸어 들어가다가 흙 계단으로 십오미터쯤 내려오는 곳에 위치하고 있다. 4. 이 지역의 문제점 나는 사회운동가는 아니지만 이곳에 들어오면서 많은 문제와 모순들을 발견하게 되었다. 그것은 막연한 감상이 아닌 현실 속의 문제들이며 불편을 넘어선 생존의 문제들이다. 내가 일하고 있는 서초동에서 불과 10분 정도면 갈 수 있는 거리에 살고있는 이 지역 주민들은 늘 자연환경, 그리고 사회의 시선과 투쟁하고 있다. 나는 수개월 전부터 반장님과 몇몇 어른들과의 대화 속에서 이 곳에 당면한 구체적인 문제들을 접하게 되었다. 이곳에는 공공시설이 거의 없고 단지 몇 개의 간이 재래식 화장실과 연탄과 집기를 모아놓는 간이 창고가 전부이다. 마을 중심에 교회가 하나 있어 여러 가지 공공 업무를 대행하는 역할을 한다. 이 지역에서 가장 필요한 것 중 하나가 여러 주민들이 토론할 수 있고 노인들이 쉴 수 있는 쉼터로써의 공동의 공간이다. 이 곳은 수십 년간 터를 닦고 지내온 지역주민들의 고향이자 삶의 터전이지만 무허가 지역이기 때문에 서울시나 서초구청과 대면하여 해결해야 할 일들이 종종 생긴다. 이 때문에 다른 지역보다 주민들간의 회의가 잦지만, 집도 겨우 서있는 이 곳에는 여유있게 나와 앉아있을 만한 편안한 의자나 벤치 하나를 찾아볼 수 없다. 대낮에 어른들이 뚝방 길가에 서서 혹은 쭈그려 앉아 담소를 나누는 모습은 흔히 볼 수 있는 풍경이다. 지역 주민들이 조금이나마 쾌적하게 공동의 회의를 열고 담소할 수 있는 시설이 절실하게 필요하지만 무허가 마을이라는 사실 때문에 주민 복지를 위한 마땅한 개선책이 없는 실정이다.  5. 우면동 뚝방마을에서의 삼백만원 프로젝트 1) 개요 이러한 문제 의식 속에서 우리는 주민들을 위한 공공 휴식장소 겸 회의장소가 될 수 있는 소규모 회관을 만들기로 했다. 이 시설은 간이식 건물로서 일반적인 마을회관같이 거대하고 튼튼한 구조를 가질 수는 없을 것이다. 하지만 뚝방마을에 사는 몇몇의 이웃들이 서로 소통하고 공유할 수 있는 공간이라면 작더라도 이들의 일상에 꼭 필요한 소중한 공간이 될 수 있다고 생각한다. 마을회관의 위치는 나의 작업실과 반장님의 집 근처의 반경 20-30m 안으로 지정하려 한다. 애초에 뚝방 옆 개울길가에 있는 장소 두 곳을 후보로 생각하고 있었다가 그 중 조금 더 크고 아늑한 장소를 최종적으로 택하게 되었다. 현재 그곳에는 호박 넝쿨과 판자로 된 작은 창고가 있다. 이 창고를 허물고 그 위에 간이식으로 작은 공간을 지을 것이다.  2) 예산 작업비로 책정된 120만원의 예산 내에서 가능한 모든 것을 해결할 생각이나 부족할 경우 마을 주민들이 공공시설 확충을 위해 모아놓은 기금에서 협조를 얻기로 했다. 그러나 실제로 예산이 부족할 경우 주민들의 협조를 얻기보다는 우선 지역의 관공서 지인과 중소 기업인들을 대상으로 후원과 협조를 먼저 구해볼 생각이다. 많지 않은 예산이지만 지역의 특수한 상황에 맞는 참신한 아이디어를 통해서 재미있고 유용한 공간을 만들 수 있으리라고 생각한다. 3) 작업방식 이 프로젝트를 통해서 나는 사회운동가들이 할 수 있는 일들과는 좀더 다른 각도의 창조적인 접근을 통해서 공공적인 소통을 시도해보고자 한다. 봉사라는 차원으로 공공장소를 만들려는 것이 아니라 미술가로서의 새로운 창작활동을 통해서 지역주민들과 소통하고자 한다. 그간 나의 작업들이 갤러리 안에서 소수의 미술애호가들과 만나왔다면 앞으로는 조금 더 다양한 계층과 문제를 이야기하고 싶은 마음이다. 미술은 중산층이나 특정 지식인들의 전유물이 아니기 때문이다. 모든 이들은 분명 한 사회인으로서 시각적인 반응을 보이며 살아가고 있다. 나의 이러한 생각들은 과연 무엇이 좋은 미술이고 의미 있는 작업인가에 대한 의문으로부터 시작되었다. 스스로를 환경에 반응시키며 실험할 수 있는 것만으로도 일종의 예술적 탐구며 활동이라고 할 수 있다고 생각한다. 구체적으로 이 프로젝트는 간이식 마을 회관을 짓고, 그 공간의 외관과 실내를 작품화하여 아름답고 쾌적하게 만드는 것이다. 싸구려 소품과 재료들과 재료들을 이용하면서도 작가로서의 독창적인 표현이 담겨있는 장소를 만듦으로써 지역 주민들에게 유용할 뿐 아니라 시각적 즐거움과 유쾌함까지도 주는 공간을 창조하고자 한다. 4) 작업 진행시 예상되는 난점 a) 최근 이 지역 사람들은 재개발 등의 문제로 타 지역 여론과 시선들에 오랜 시간 시달려왔으므로 이 지역의 토착민이 아닌 나의 계획에 대해서 방어적인 입장이 있을 수 있다고 예상된다. 회관 건립이 시행에 옮겨지면서 시각의 차이에 의해서 생기는 마찰이 불가피하며, 다른 번지 지역과의 입장차이로 작은 간이시설의 건축인 경우에도 형평성의 문제에 부딪칠 수 있다. b) 예산의 문제는 간이시설이므로 짜맞추기 나름일 수 있으나 기본적으로 마을과 주민들에게 향후 몇 년 정도는 안전함과 편리함을 제공하는 공간을 만들어야하므로 원자재를 너무 싼 것으로만 쓸 수는 없다. 따라서 시공시 기본예산이 초과되어 금전적인 문제에 부딪칠 수 있다. c) 미술 활동과 작품으로서의 역할은 이 지역주민에게는 생소하거나 불필요한 것으로 느껴질 수 있으며 눈에 거슬리는 불편한 것일 수도 있다. 그렇다면 어떻게 이러한 취약점들을 조금이나마 개선하여 나와 이곳 주민들이 다 함께 즐거울 수 있는가를 고민해야만 한다. ⇒ 이 모든 문제들이 상당히 어려운 결과를 만들 수 있으나 이러한 문제들에 부딪혀보고 해결하는 과정 자체가 예술가로서 사회와 만나기 위한 하나의 실험이 될 것이라 생각한다. 지역 특성상 소수의 거칠고 힘있는 의견들을 가장 근접하게 들을 수 있을 것이라고 기대하며, 이 모든 것들이 이 프로젝트의 과정이며 결과가 될 수 있다고 본다. 5) 현재까지의 작업 진행 과정과 계획 우면동 뚝방마을에 대한 프로젝트를 구상한 것은 삼백만원 프로젝트에 대한 제의를 처음 받았던 시기인 두 달 전 즈음이다. 한 달 전 즈음 반장님과 몇몇 이웃들과 충분한 대화를 통해서 구체적인 계획을 세웠고, 삼주 정도 전에 구체적으로 회관을 건립할 장소를 확인하고 결정하였고, 예산 등에 대한 의논을 거쳤다. 현재 자재에 대한 견적과 구매 루트를 설정하기 시작하는 단계에 있다. 현재 개인적인 사정으로 타 지역에 나가있기 때문에 서울로 돌아가는 7월 말 경에 좀더 구체적인 안을 확정하고 회관 건립을 실행에 옮길 예정이다.
