삼백만원 프로젝트를 마치며... 나는 사실 이 프로젝트의 의도와 진행을 매우 흥미롭게 생각하였으며 많은 아이디어 중 국립 현충원 외곽담장 페인팅 작업을 진행하려 하였다. 그 이유는 나와 가장 가까이 인접한 지역적 성격도 있었으나 인근 초등학교 학생들의 고사리 같은 손으로 직접 그린 그림들이 국립 현충원 외곽을 둘러싸고 있는 건조한 시멘트 담장을 채워나간다면 바깥에서 이루어지는 미술행사에 아이들이 직접적으로 참여함과 동시에 설사 나중에 그 담장이 없어진다 하더라도 먼 훗날 소중한 기억 속에 자리할 것이라는 생각이 있었기 때문이다. 그러나 무엇보다도 미술에서 300만원이라는 돈을 가지고 그 액수를 넘어서는 결과물을 만들어 낼 수 있었기 때문이다. 그러나 2007년부터 2009년까지 현충원과 국방부의 중기계획에 있는 현충원 외곽담장 투시형 휀스 설치와 관련된 담당자의 생각은 우리가 애써 그려놓은 벽화를 나중에 철거하게 된다면 아깝다는 생각도 있었겠지만 이미 잡혀있는 계획에 누군가가 개입한다는 것이 부담스러울 수도 있었을 것이다. 담당자와 “어차피 이 작업은 영구적인 것이 아니기 때문에 투시형 휀스로 교체할 때 철거하여도 좋다”고 설명하였으나 대화 과정에서 설득할 수 없다는 생각이 들었으며 결국 작업은 더 이상 진행될 수 없었다. 그렇다면 미술로 가려운 이 사회의 등을 어떻게 긁을 것인가. 용무가 급하게 되면 우리는 어딘가를 찾아가게 된다. 화장실이 열려 있을만한 곳을 생각하며 은행도 좋고(아... 은행은 저녁이면 문을 닫는구나...)동사무소도 좋고(동사무소도 마찬가지...)경찰서나 지구대 파출소는 저녁에도 열려 있는 것 같다. 물론 급하다고 이야기하면 화장실도 사용할 수 있을 것이다. 그렇게 시작된 것이 열린 화장실 작업이었으며 유흥가를 관할하는 관내 파출소에 열린 화장실 아트사인을 설치하여 용무가 급한 시민들이 자유롭게 이용할 수 있도록 하려 하였던 것이다. 사실 경찰서나 파출소를 들락거리는 것을 좋아할 사람이 누가 있겠는가. 그러나 이 작업도 만만치가 않아 한국문화예술위원회의 협조 공문까지 보냈으나 불가 판정을 받았다. 근거로는 법령이 아닌 내부훈령에 의한 게시물 규정에 관한 조항 때문이었다. 즉 모든 경찰관서의 내부와 외부에는 국기, 경찰청장 지휘지침, 경찰서비스 헌장, 관내지도 및 상황도, 근무수칙, 표어 및 포스터, 현상수배 등 이외에는 게시할 수 없다는 것이다. 이 프로젝트와 관련하여 여러 기관을 방문하였고 문서와 전화통화를 주고받는 과정만 3개월 이상이 걸렸다. 300만원 프로젝트의 기획자인 산방에서는 언제 작업이 마무리 되는지 자꾸 전화는 오고 이 전시를 후원해준 한국문화예술위원회와 사업을 마치는 기간은 정해져 있고... 결국 간판은 그곳이 아닌 홍대지역의 크고 작은 식당과 사람들이 붐비는 유흥가의 업소로 이동하게 되었으며 업소의 사장님은 화장실을 개방하는 것에 대하여 흔쾌히 승낙을 하였다. 물론 그곳에도 모든 유흥가가 그런 것처럼 차량에는 전단지와 거리에는 불법 현수막 그리고 파출소가 있다. 어제 열린 화장실 간판이 달린 맥주집을 다녀왔다. 간판은 여전히 그 자리에 불을 밝히고 있었으며 지나가는 사람들은 호기심 어린 눈길로 프로파겐더를 쳐다보고 있다.
